How can we organize effectively to reverse civil liberties encroachments?

Should we urge Congress to attach funding cut-offs to bills President Bush otherwise wants to sign? For example, should the bills forbid spending for warrantless wiretapping or cut off funds to the prison camp at Guantanamo?

Some argue that this approach requires veto-proof majorities, but as FAIR points out in this issue, if Congressfolk refuse to pass these bills without these constitution-saving approaches, it would only require 41 votes in the Senate and a bare majority in the House.  

Should we be organizing to impeach President Bush?

Some have suggested organizing to impeach Cheney first.

Others have suggested that there isn't time, and we would do better to focus our political energies elsewhere.

What organizing approaches are you finding effective? How could we be organizing better around these issues?
