Bill Carr, US Deputy Undersecretary of Defense for Military Personnel Policy, in an interview with the American Forces Press Service, said military recruiters are increasingly targeting college students, explaining, We have to fish where the fish are, and they are in colleges increasingly.
For years peace activists and veterans have stressed that though it is called the All Volunteer Force, many young people are coerced by socioeconomic circumstances and snowed by slick-talking, quota-seeking, recruiter sales-talk, including routine lies. As Carr remarked in the same interview, There is a lot of talk about the all-volunteer force, but the recruiters will quickly remind you that it is an all-recruited force.
