JROTC Wants to Invade Hundreds More Schools
JROTC, a high school program to militarize youth in high schools, has already invaded almost 3400 schools. Peacework has learned that Congress passed a little-noticed measure in the 2009 National Defense Authorization bill to expand the number of JROTC schools to 3700 schools by 2020. To do this, the military will have to open at least 45 new JROTC units per year (Some schools drop the program each year, most often because of low student participation rates. In 2006, for example, Santa Barbara high school dropped its JROTC program due to high costs and low participation rates. Veterans for Peace members helped create a Peace Academy in its place.)
Peacework Has Obtained the List of Targeted Schools
To install these new units, the Pentagon first turns to a list of schools in which the Pentagon has convinced someone to fill out paperwork requesting a JROTC unit. JROTC officials call these waiting lists. We call them targeted schools. Peacework Magazine (Jesus Palafox from AFSC Chicago and Sam Diener in the Peacework office) obtained these lists from all four branches (via Freedom of Information Act requests and requests to Public Affairs) and compiled them into the list below. This additional attempt to further militarize the youth, schools, and culture of the US can be resisted and stopped, however.

JROTC: Costly, Discriminatory, Biased, Deadly
In the 1990s, during a previous round of JROTC expansion, activists worked to expose the realities of the JROTC program to community members and school officials. Because of community opposition, JROTC never opened in approximately 25-30 schools that had been on the military's target list.
Most communities that decided to reject planned units did so after learning that:
∑ Each unit costs school districts at least $50,000, with an average net cost of more than $76,000. Why should the public schools be subsidizing the military? (Please see Trading Books for Soldiers: The True Cost of JROTC, Peacework, October 2004.
∑ JROTC discriminates. JROTC instructors must meet current active military duty standards. Therefore, they can not be openly gay, bisexual, or lesbian. Honorably discharged disabled veterans are also ineligible*. The latter stricture violates every school district's employment non-discrimination policy and most teacher's union contracts. Also, according to a fact sheet distributed by AF JROTC Cadet Command in March, 2005, a student is only eligible for AF JROTC if they are "physically fit and citizens of the United States."** Thus, the program discriminates against students on the basis of disability and citizenship.
∑ A school district has no control over the JROTC curriculum, which is dictated by the national JROTC cadet command. JROTC classes don't count as academic classes for entry into California public colleges, for example.
∑ JROTC is an over-priced, underperforming alternative to physical education. Although typically JROTC recruits students into the program as an alternative to gym classes, in a San Diego study, JROTC students fell behind their peers in physical fitness. When San Francisco stopped offering physical education credit to JROTC classes, enrollment in the JROTC program abruptly fell from 1600 students to 500 students. Also, since a school with 100 JROTC students is required to hire two JROTC instructors (and add another JROTC instructor for each additional 50 students enrolled), JROTC is more costly than certified physical education teachers who teach far more students.
∑ JROTC curricula are inherently biased. A militaristic tone is consistent throughout. The textbooks imply that immigrants and national minorities have to prove their "American-ness" through participation in US wars. The Air Force JROTC textbooks imply that it is air power that wins US wars; the Navy implies that it's sea power, etc..
∑ There is no evidence to support the military's claim that JROTC prevents students from dropping out of school (and the fact that students entering are supposed to have a “C” average, and that half of all students who take JROTC leave the program the following year, tends to indicate the claim is most likely false.) Some of the most intensely pro-JROTC students say that JROTC is a place in the school that provides community. We need to build safe communities in schools without the militarization, discrimination, cost, and other drawbacks.
∑ The JROTC program makes a mockery of schools' weapon-free zones policies by bringing guns (especially in Army JROTC) and mock-guns into the schools (Students waged a year-and-a-half long successful campaign to bar JROTC rifle ranges in the San Diego schools (it's scheduled to take effect June 2009)). ∑ There are numerous cases of JROTC-connected violence, including murders, gang-activities, and violent hazing. In June 2009, a student in a San Ysidro JROTC class was accused of exploding five bottle bombs on campus.
∑ The military's vaunted leadership skill training focuses instead on following orders.
∑ JROTC is more of a recruiting program than a leadership program. When testifying to Congress about JROTC on February 9, 2000, then Secretary of Defense William Cohen gushed, it's "one of the best recruiting devices that we could have." The regulations under which Army JROTC operates, for example, mandate that JROTC “should create favorable attitudes and impressions toward the Services.” (Title 32 Code of Fed Regulations, Chapter V, section 542.5(c)).
∑ There are serious drawbacks, attested to by Veterans for Peace especially, of militarizing young minds
Future protests might also raise questions about the appropriateness of high schools preparing military personnel for the wars in Iraq and Afghanistan. The ACLU has concluded that JROTC violates the optional protocol of the Convention on the Rights of the Child, a treaty ratified by the US, which bars recruiting child soldiers (in pdf form). A Chicago Tribune article (December 17, 2004), reported that two graduates of the AF JROTC program at Brentwood High School who joined the military were killed in these wars. The Long Island, NY school is in a working class community where 62% of students live below the federal poverty line, more than 65% are Latino, and 23% are African-American. According to the Tribune, Principal Thomas O'Brien is now reconsidering the JROTC program at Brentwood. He reflected, "Certainly what's happened here gives you pause for thought: Are you placing your kids at risk?" (Since that article was written, according to the New York Times, two more Brentwood graduates have been killed in battle.)
Some communities might not have had any public discussion of the impending school invasions. In the past, activists in communities threatened by imminent JROTC units have raised a red flag with community organizations, gay rights groups, disability rights groups, peace groups, student councils, parent-teacher organizations, teachers' unions, and school boards in order to delay or stop the military training programs. Some activists have stressed the importance of delaying the start of such a controversial program for at least a year until the community can thoroughly investigate and discuss the pros and cons of JROTC.

* The JROTC regulations rule out instructors with disabilities, but apparently a waiver is available in some cases. Since this article was written, I learned about a JROTC instructor in Boston with a seriously injured arm who obtained a waiver.
** I have known students who were not citizens who participated in JROTC, apparently because the instructor decided to ignore the regulation.

You are so off the mark on this
I have been teaching JROTC for over three years now and I am on the ground to see what we really do. How we impact these childrens lifes. I spend so much time in the community to see how the kids reach the community and interact with them. I have gone so far as to invite one opponent of our program to any event he wished to come too and he turned me down. The bottom line is groups like this and others have one agenda and that is to oppose anything that the military might have something to do with. Even if it is saving a students life. I hear peace acadmeny, alternative education and more. The fact is that you will only reach a small demographic with this. We offer the character development and college preperation it takes to advance a childs life. I do not see that out of any other groups. I leave my email address here so that if someone wants to have a discussion or even debate with me you are more than welcome. But be prepared, I am educated, and know what I am talking about. I have facts and figures. I know who provides our budget and what directions we take. I do not base anything off what I read on a propoganda website. Peace.
misleading/misguided half fact one sided article
I will start off by saying I graduated high school a 4 yr cadet in Army Jrotc .....I am now a medic in the Army....out of over 100 cadets only 7 actually joined the military and that is a very consistent stat across the board for the jrotc program...
1. True JROTC cost money, so does dance ……so does welding, auto the other “technical” classes
But the difference is (in Army JROTC’s case) it’s mostly funded by the Army and Cadet Fund raisers. Again only a small percent of cadet actually join the military, and Army Jrotc goal is not to recruit but to “motivate young people to be better citizens” www.usarmyjrotc.com
2. Retired, Active Duty, Resv. all (in the eyes of the Army) still represent the Army and need to act accordingly. As for the disabled vet claim ….I have never heard of it but think it’s a terrible thing.
I will not speak on behalf of the AFJROTC, though the Army Jrotc has physical standards they would like their cadets to have they are not required but why is it a complaint???? you don’t want your kids to stay healthy you’re a great parent.*edit* You should put your hidden fact that you can get a waiver for vets with disabilities and AFJROTC commanders ignore the regulations but that would hurt your argument (these facts from the article are hidden just above the map)
3. True, school have little to say over our curriculum in Jrotc but no other class has ever shown me how to : manage my finances, prepare for college, etiquette for formal occasion (our Cadet Ball aka our cadet prom), communicating in writing and orally, and it teaches you how to be a leader positive role model and a teacher. With everything else “you get what you put into it”.
4. Regular Jrotc course did not count as a P.E. credit only as an elective …..If you wanted a P.E. credit you had to take part in our “A” hour (show up to school early for an extra class)...in order to be a member of our “special team” there are several but the 2 major ones are “Raiders” and “Orienteering”. “Raiders” is almost a track team of sorts only we Build rope bridges (really cool) repel from towers, a lot of running, pushups, sit ups, and other exercises…..”Orienteering” on the other hand is a mix between land navigation and cross country hiking/running. You and a battle buddy (a team mate who doesn’t leave you) have 2 hours to go to as many point on a map as you can and you get score on how many points you can get to ……there are more rules but all I can say is it a fun experience…….P.E. on the other hand consist of 4 40somethings (football coaches) mostly out of shape themselves babysitting for an hour as 30 kids play foot ball or basketball and the others 170 kids stand there looking important….Girls P.E. is even worse, almost a joke. Hiring some fat guy to babysit and have NO contact with the students (not even take attendance {the student aid does}) is money better spent, ok, your call. Again “you get what you put into it”
5. The Army Jrotc has short classes on history of America (including the Declaration of Independence, Articles of Confederation, the Constitution etc.) and history of the US Army. In no way did they “preach” the Army or military tactics …..We were not even allowed to have a Jrotc, sponsored paintball teams. *note I can only speak on my experience of Army Jrotc.
6. Army Jrotc motivated me a lot, to make a claim one way or another is outlandish. Life is consistent “you get what you put into it.” We had our people who were lazy and they left the program ….you were rewarded for good conduct and good grades = more things to put on your uniform which I still take pride in till this very day!...” intensely pro-JROTC” hahaha what a joke you either like it or you don’t …just because some people take it seriously and commit most of their free time (not me) to the program there is nothing wrong with that…better commit to having fun in a safe positive environment then on the streets or something….it does create a community, a new sense of friendship, team work and commradery unmatched in any other class offered in high school.
7. We do not make a mockery of weapons violations …..we not only have to fill out piles of paperwork just to unlock them (even for our dummies {non functional weapons used for Color Guard and other Flag Ceremonies deeply in bodied in the history of the United States}) but we are taught about our weapons and go through weapons safety courses (which every child and adult in America should do to learn to respect weapons and there would be NO more “accidents”). The air rifles are considered “less then lethal” though there have been incidences in history of injuries with air rifles in general. Maybe if you had both sides of the story and experienced it yourself before you would understand. They are safe and well regulated no more dangerous than an angry baseball player with a bat.
8. We had our own “black sheep” in my battalion but there are always rotten apples EVERYWHERE to label it only an Jrotc problem and was only caused and facilitated by Jrotc is very misguiding but typical of someone who is ignorant……I took a science class and the teacher took us out and set off (on campus) CO2 bottle “bomb’s”. Violence is in every demographic just because they joined Jrotc to try and change but failed is a poor reason to label Jrotc
9. I’m sure that quote is taken out of context but as a recruitment tool Yes!!! It helped me decide to join……I loved the discipline leadership roles etc it instilled in me, I loved the order, the friendships, the teamwork…… people get very small hands on experience of the military and some people like it ……but in a way doesn’t every other “tech” class do that ….you find out you like to weld…..you like to dance…. Work on cars…..sports medicine…….cooking….teaching …..so what’s your point…again half spun story
10. For the few for cadets turned soldiers that have lost their lives, sad, but for every one of them there are 200 fallen soldiers who didn’t take Jrotc ….again you tried to spin a half story …..for the 7 people in my graduating class that joined the military there was ATLEAST 24 that joined without taking JROTC ….the only thing is I got a head start on them

I think this an unfair opinion of JROTC programs through out the country. I was a member of Riverview High Schools JROTC program for all 4 years in high school. I learned skills there that were valuable life skills that I never would have learned in another class. Yes I spent 7 years in the AF and I am very proud of that time. I am also very proud to be an Army Wife. Only maybe 5 out of the 60 or so JROTC members in my class went on to join the military and all of us are successful. Many others did not join and are still successful. JROTC taught us how to be leaders, organized, independent thinkers, and how to live our lives to the fullest. It kept many students from dropping out thanks to a wonderful instructor, I was one student who otherwise would have dropped out of high school. I think it is a wonderful program and I give it my full support. I would not be as succesful as I am today if it were not for this program and a couple of wonderful men who taught this program and mentored me. 7 years after graduating from high school and the only people from that school that were there to support me were these same men one in particular. If he ever reads this he will know who he is and I want to thank him, Next to my parents he was and still is the greatest influence in my life. Thank SGM.

hello i am cerently in a jrotc program i entered this program so i could get out of gym. this program is way too consticting for ex. i am a cutting emo they wanna make me cut my hair AND im supposed to stop cutting myself and they wont let me leave they have no right to control my actions or how i feel

I spent 4 years in JROTC and
1. i know few of us who actually joined the military.
2. while i was in - i was in the best shape i've ever been in.
3. My instructors always instilled the values of a good education and encouraged us to get scholarships and go to college before we make any decisions about joining the military. If any cadets fell behind on their grades we were always brought together as a team to help those students study/understand that subject.
4. as far as the rifle programs, no one local to me had actual "rifle" ranges. they were all pellet guns. can this be an issue, sure, but we never had an issue with it.
5. while your claims about the JROTC being linked to violent crimes. i would implore you to find a significant amount of these outside of an area not already infamous for gangs and other various violent crimes. citing examples from the impoverished LA or San Diego neighborhoods is as biased as you claim we are!
stop toking up and creating articles that are centered on the theory that the military only created violent mindless zombies. show some respect to the people that defend your right to be a moron and voice your opinion. i agree that the program may have its flaws but name a program that doesnt. schools accross the country steal money from programs like the arts to facilitate their sports programs, which, by the way, breeds more blithering idiots than the military/JROTC programs.

1. If you want an excuse to get out of gym, your cutting would be a prime example (though, you could get sent to an asylum, not that I have an opinion on that).
2. The point of cutting your hair is to show professionalism. What employer wants to hire a kid who looks like they slapped on some clothes from their sisters' closet and didn't even bother to fix their hair?
3. Again, if you want to cut yourself feel free. Don't bring your negative outlook on everything into a program that has served as a place to provide some discipline in life (if we had discipline, little childish ****s like you wouldn't be so prevalent in the school system).
I can say that this program gave me a foundation in my life, teaching me to obey and put a 110% effort into anything I do. Anyone who opposes those values is either a drop-out from the program due to the lack of ability to keep up with standards, or a whiny little kid who needs to be taught that there's more to life than just their problems.

I have to say without AJROTC school would have been meaningless.
I think you need to get your facts straight, AJROTC is not invading schools.
It is an optional class for students, it gives one so much experience and knowledge one needs for the real Army (IF You WANT to join) or form real Life.

My son has been in the AFJROTC for the past 2 yrs. My son, who's normally the quiet bookworm loner type, is also a bit of a Strategist. He has become more vocal, helpful, and very confident. He has also been tasked with Leadership positions. As his mother and Servicemember, it is very refreshing to watch his growth. I can say to myself, with certainty, "my boy's gonna be okay". I'm unsure where the Author's resources derive from, but the ROTC programs (majority, that is) are nothing like what is described in this article.

i think that this isnt right im a cdt/ sgt at my high school more than half of the people in the battalion arent ever thinking about enlisting in the military alot of the people under my command want to go into law enforcment yes alot of students want to enlist or go to college and be an officer in the military but they dont try to recrute us into the military they teach valuble things such as citizanship disiplin work ethics and speaking in front of a large group of people some of the things on your site are wrong the video of the rifle team isnt a good examle it shows an after school activity the rifle team is a special team and cadets can go for the team but no one is made to do the team you stated that you arent allowed to be gay bisexual or a lesbian that is also wrong one of the highest ranking officers in my battalion is a lesbian she is a great girl one of the guys in my squad is gay and open about it you also stated that it costs school districts $50,000 or more this is also untrue the military supplys everything the projram needs now yes if you enlist in the military and you happened to complete 3 years of jrotc you will go into the mitary as an e3 with the exception of the marine corps as an e2 i rest my case
